What if I don't reach $150,000 within 30 days?
The referral link isn't created. Whether and how you can apply again is shown on Binance's re-binding page. Don't trade more just to qualify; that only means paying more fees.
Can I cancel a re-binding application myself?
No. To cancel, contact Binance support.
Once linked, when does the fee discount start?

Someone offers to switch my referrer for a fee. Is that real?
No. Reactivation and re-binding are both done on Binance's own pages and cost nothing; being asked to pay first is a warning sign.
