I already have a Binance account. Can I still get the fee discount?
Short answer
It depends on the exchange. Binance lets you add a referral code within 30 days of signing up if you haven't deposited or traded yet; at OKX, the normal sign-up flow doesn't let you add one later, but older accounts that qualify can look at reactivation or re-linking. You can also sign up with the exchange you haven't joined yet. Don't open a second account at the same exchange; it breaks their rules.

A code can’t be added after sign-up. Accounts that have been inactive for a long time can be reactivated, and in some regions older users with little trading can apply to switch.

Not at Binance. At OKX, only accounts that qualify for reactivation, or older low-activity accounts in some regions, can switch. Don't close your account and sign up again, or open a second account, to change referrer. That breaks the exchange's rules and can get you banned.
How do I know if my account qualifies?
Binance: the re-binding page checks the conditions first and shows right there whether you can re-bind. OKX: check the conditions and submit on OKX's page; OKX reviews it.
